Matthew Eckmann Appointed as Public Works Director

In a move to bolster its municipal leadership, the City of Cibolo has named Matthew Eckmann as the new Public Works Director, effective September 28, 2026. Eckmann transitions from the City of New Braunfels, where he amassed a decade of experience, including five years as Assistant Public Works Director, according to the City of Cibolo News List.

Eckmann's extensive experience in municipal operations and infrastructure management is expected to be a valuable asset as Cibolo continues to expand. During his tenure in New Braunfels, he led teams of over 100 employees and was involved in various public works service areas. His leadership will be crucial as Cibolo invests in infrastructure to meet the demands of a growing community.

Eckmann was selected after a rigorous recruitment process that attracted 32 applicants, with five finalists. He holds a Bachelor of Business Administration and is pursuing a Master of Public Administration and a Certified Public Manager certification, both anticipated in 2027.

Expressing his enthusiasm for the new role, Eckmann stated, "I am incredibly honored to have been selected as the next Public Works Director of the City of Cibolo. Public Works is so much more than roads, drainage, facilities, and equipment. It's about the people that provide the services and infrastructure that help a community thrive."

Federal Funding for Rail Project

In a significant boost to its transportation infrastructure, Cibolo has secured over $756 million in federal funding for a major rail grade separation project at FM 78 and Country Lane, according to City of Cibolo News List. This project is part of the Texas Department of Transportation's (TxDOT) initiative to advance 12 rail grade separation projects across the state.

The Cibolo Railroad Crossing project is a key component of the city's North-South Connector, aimed at improving safety and mobility by eliminating conflicts between road and rail traffic. City Manager Wayne Reed described the funding as a "transformational moment for Cibolo," highlighting its alignment with the Cibolo Tomorrow Comprehensive Plan adopted in September 2024.

The project is part of a broader effort to accelerate regional roadway development within the first decade of the city's strategic vision. The federal funding was awarded through the Federal Railroad Administration’s Federal-State Partnership for Intercity Passenger Rail Grant Program. TxDOT reports that the 12 projects represent a combined local, state, and federal investment of over $953 million.
