The City of Portland has announced a landmark 40-year agreement with Gulf Coast Growth Ventures (GCGV) to utilize reclaimed wastewater for industrial purposes, a move expected to conserve more than 620 million gallons of freshwater annually. This initiative marks a significant step forward in regional water conservation efforts, according to the City of Portland News Flash.
Under this agreement, wastewater from Portland's treatment plant, which currently discharges an average of 1.7 million gallons daily into Nueces Bay, will be redirected to GCGV for industrial use. This shift is projected to reduce GCGV's reliance on the regional freshwater supply by an equivalent volume, thereby preserving valuable drinking water resources for residential and commercial needs.
Portland City Manager Randy Wright emphasized the importance of this collaboration, stating, "This is an important example of how industry and local government can work together to address our region's water shortages." He highlighted that every gallon of reclaimed water used in industrial processes is a gallon saved for community needs.
The agreement comes at a critical time as the Coastal Bend region grapples with drought conditions and increasing demands on its limited water resources. By reusing treated wastewater for industrial purposes, the project alleviates pressure on the region's drinking water supply without necessitating additional freshwater withdrawals.
As part of the agreement, GCGV will invest approximately $30 million to construct around six miles of underground pipeline and related infrastructure, connecting Portland's wastewater treatment plant to GCGV's facility in San Patricio County. Once operational, the City will own and operate this infrastructure, with GCGV reimbursing applicable operating and maintenance expenses over the long term.
The initial purchase price for the reclaimed water is set at $1.13 per 1,000 gallons, with provisions for future adjustments. Based on current production levels and contract rates, the agreement is expected to generate approximately $700,000 annually in gross water sales revenue for Portland's utility system.
This agreement not only provides Portland with a new long-term utility revenue source but also offers GCGV a reliable, cost-effective water supply for its industrial operations. The initiative represents a more sustainable approach to water management, particularly in regions facing water scarcity challenges.
