Assistant Police Chief Ronnie Owen has achieved a significant milestone by graduating from the FBI National Academy, as announced by City Manager Randy Wright on September 23, 2026. This accomplishment marks Owen as the third officer in the history of the Portland Police Department to complete this prestigious program, underscoring his dedication and leadership within the force.

The graduation ceremony took place on September 17, 2026, at the National Academy in Quantico, Virginia. The 299th session of the academy included 265 law enforcement officers from 44 states, the District of Columbia, and 28 countries, as well as representatives from five military organizations and four federal civilian organizations. This diverse cohort reflects the international reputation of the academy for academic excellence and advanced training in communication, leadership, and fitness.

According to Police Chief Mark Cory, "Assistant Chief Owen’s graduation from the FBI National Academy is an extraordinary accomplishment and a reflection of his commitment to this profession and the Portland community." Owen's participation in the academy is notable, as fewer than one percent of officers nationwide have the opportunity to attend this elite program. The training is designed for seasoned professionals, with participants averaging 21 years of law enforcement experience, and typically prepares them for executive-level positions within their agencies.

Owen has been with the Portland Police Department for over a decade, joining in 2016 and rising through the ranks from Sergeant to Lieutenant before being promoted to Assistant Police Chief in October 2024. In his current role, he manages daily operations across all divisions of the department, focusing on personnel, policy, budgeting, and operational resources, while collaborating with local, state, and federal law enforcement partners.

Owen, a 2009 graduate of Gregory-Portland High School, holds a bachelor’s degree in Criminal Justice from Texas A&M University-Corpus Christi and a master’s degree in Public Administration from Tarleton State University. He is recognized as a Master Peace Officer and Mental Health Officer and has completed the FBI Law Enforcement Executive Development Association program. His professional affiliations include membership in the Texas Police Chiefs Association and, following his recent graduation, the FBI National Academy Associates.

This achievement not only enhances Owen's leadership capabilities but also strengthens the Portland Police Department's commitment to providing high-quality service to the community.
